Well that cloak is a VERY deeply guarded secret. But we're all friends here so I'll tell you the full story of its origins. These beautifully crafted 3-3/4 inch scale black hooded robes with balloon sleeves were created by recently deceased doll pattern-maker monks from Hong Kong, in a workshop located high in the Tai Mo Shan mountain... the highest peak in the country.
The monks only created a small handful of these robes before the fine black fabric that they were using was depleted. Rather than make more robes with an inferior fabric, they opted to discontinue production and destroy all of their patterns.
Soon after, the workshop was consumed in a terrible fire that tragically killed off ALL of the monks and destroyed ALL of these miniature robes save for about 12 of them.
Action figure customizers everywhere have sought these highly coveted robes, and have paid handsomely for one of the 12 genuine articles.
About 7 years ago, I lucked into a small stash of about 5 of them and used one to create my custom SA Emperor action figure.

Actually, that robe is a tailored hooded robe that came with Hasbro's 1999 offering
Sith Speeder and Darth Maul
It is made with a beautifully rich black fabric which is MUCH nicer than the thin, overly sheer, nasty SG robe of virtually ALL Emperor Palpatine releases. I opened up the sleeve cuffs, and used a spare cape to make the skirt and waist sash.
By the way, that robe was also made with the same fine black fabric used on the only Darth Vader action figure cape that was worth a damn: (the cape from 1999's Comm Tech Darth Vader / 2000's POTJ "Masters Of The Dark Side" Darth Vader/ and/or 2007's TAC Darth Vader from the "Capture of Tantive IV Battle Pack".
