Staring at it for some time, Vader does look like SSC's DX/ESB. Emperor is a bit more tricky. First thought it was SSC's 1/6 and its throne but looking closer, it appears to be bigger than Bespin Luke. It might be SSC's PF.
I unfortunately missed out on the SSC ROTJ Emperor Palpatine and Throne and now, aftermarket prices are hideously expensive.
Hot Toys I feel, would trump the SSC version by a wide margin, so I would absolutely love them to tackle ol' Palps.
Even if it's sans throne, I wouldn't mind.
To be honest, after seeing a few SW sculpts made by HT and also the new Vader I'm not that enthusiastic about them anymore. On other lines (non-SW) most of their sculpts are insanely good. With SW they kind of dropped the ball...
I think it's too soon to tell. We know these babies look much better in hand than on the prototype pics. So far only Bespin Luke has been released and it's a major improvement. The only other human headsculpt HT has shown us so far is Han Solo and we all know how hard Harrison Ford is to tackle down. Let's wait for Leia...
The one at the exhibit was Sideshows Premium Format figure.
Short answer. Nope. Hopefully in the coming weeks or during SDCC.
