I have noticed this for a while now but the Palpatine in Attack of the Clones looks much older then Palpatine in Revenge of the Sith. It makes me wonder if there was a reason behind this, or going into Attack of the Clones Lucas had another idea on how Palpatine looked like that in Return of the Jedi.

Thoughts?

I imagine that Lucas had intended to set up a 'natural progression' where palpatine would look progressively older in each film. ultimately, explaining his facial appearance in ROTJ.

but, in between AOTC and ROTS, there was a "real life" incident where the president of the Ukraine (Viktor Yushchenko) was poisoned in a covert assassination attempt, and this left him with a scarred/bloated face.

--> GL stole the idea, which negated the need for progressive aging of Palpatine. [/speculation]
