there is a VERY plausible explanation, that's also very obvious. They will sell more toys.

I like this explanation the best because it can be used for everything new in the film (and the toy line).
#1 want: Admiral Piett (3.75" TVC line)

I'd like to exercise my right to free speech, but I really don't have anything to say at the moment.

Plus we only saw 3 movies from the OT era. During ww2, people in Bastogne would not have seen an amphibious landing craft, but people in Normandy would have. Different terrains call for different vehicles, troops etc. Cold weather gear wouldn't have been used in the Pacific theater and so on. So that part makes sense.

but if episode 8 rolls around and out walks old Jyn as Rey's mom that would be crazy. Where've you been the whole rebellion? Eh, I was in the background. Plausible theory would be that the whole squadron of spies was wiped out. Or perhaps Jyn was taken captive to motivate her father to work on the second Death Star and not released until after Endor when a brazen Jedi Knight Luke frees her in some flashback story.

The problem is logistics. Having to manufacture and supply equipment for billions of soldiers scattered across thousands of worlds all over the galaxy would require a tremendous amount of standardization. This was well shown in Episode 3 with how virtually every clone suit was the same exact stuff with modular attachments to suit them to a variety of roles.

I have no problem with new types of armor when it makes sense, problem is these new ones don't. We have already seen that basic trooper armor can operate in the desert, the forest, and the vacuum of space. Clearly the Stormtrooper armor is meant to be a highly standardized all purpose environment suit, with the extreme snowy conditions of Hoth being one of the few climates where they need special gear. There is no reason at all to require an entirely new suit just to walk around on a shore, especially given that we also see basic Stormtroopers walking around in knee deep water in the same movie, so obviously basic armor is capable of filling the role. If they needed a special suit of armor with no cod piece or thigh plates for some reason, then why not just remove those parts form the normal suit, or use Biker Scout armor? Same goes for the Deathtrooper, no reason for that to not be just normal armor painted black. Then there is the tank driver, anyone who has ever been in a tank can tell you what a miserable affair it would be trying to squeeze into those tight confines while encased in a full body suit of hard armor like that. No reason at all for those guys not to be dressed in the same outfit as the AFV drivers we see on Endor.

The color scheme is another thing that bothers me, the shore trooper doesn't even look Imperial with that color scheme. Imperial troopers are consistently monochrome with white, black, and gray. Those guys in tan armor with blue and red stripes running down the corridor alongside white Stormtroopers look so out of place they appear to have been dubbed in with CG for one of George Lucas's special editions. It almost looks like they are wearing camo to match a sandy beach, but the Empire does not use camo. If they deploy bright white troopers in a jungle, then why camo someone on a beach? Even the recon scouts are wearing bright white, and they would be the first and most obvious choice for camo uniforms.

Don't get me wrong, these guy all look very cool and I will be buying several of each of them, but lets not fool ourselves into thinking these new outfits have any purpose beyond selling more toys.

Very true. The Scarif troopers and tank pilots aren't doing anything that couldn't be done by previously established troop variants. And the Deathtroopers aren't even specific to any particular environment or role, other than hanging with Krennic. So they need a darn good reason as to why some random officer flunky (regardless of his rank) has super snazzy troops which even Vader or the Emperor don't have at their disposal.
Don't hit me with them negative waves so early in the morning

he has special troops from my understanding because he is in charge of special weapons and projects. So i assume he has the means to experiment and free lance on guns, uniforms, equipment, etc.
the emperor did have his royal guards

Iffy explanation IMO, but it's probably the right one. We also see red guards in this film but unless it's a surprise there's no mention of the Emperor being in it. So either he's there but unseen directly, or maybe they've got a slightly different job in this movie? Guess we'll soon find out.

I we want to look at this from a "realistic" POW, we can plausibly justify new Troops easily. The Empire is SO huge, that logistically they have millions of troops. Consider the size of the Death Star and the Star Destroyers. Think about the logistics required to operate the Empire, its a gigantic operation. So the fact that we didnt see 3 other types are troopers during what ever went on in the OT, doesnt mean they werent in use. So I am happy with that. It is a little weird that we didnt see them in the OT, but its not impossible. Like I said earlier, the real reason is to sell more merchandise, but if we want to consider it from a realistic point of view, its not ridiculous. Besides, I bet the discontinuation of the Death Troopers will be covered in the film. The fact that the Empire didnt use the hovertank or the Scarif Troopers at Yavin, Hoth and Endor isnt a huge stretch for me.

It's precisely the size of the Empire which provides the logistics problems of micro-managing their trooper lines. Hovertanks can be piloted by AT-AT pilots. Do they have a different troop for each different vehicle they use? And Scarif troopers seem utterly pointless, doing nothing a Sandtrooper or regular Stormie can't do. They aren't like Rebels who use off the shelf civilian stuff all cobbled together and fairly informal uniforms, hence the wide variety. But unless the Empire are still phasing out old Clone War era stuff (tank pilot looking nothing like that) it sounds like more of a tough job handing out specific uniforms galaxy wide, and producing lots of variations for each specific vehicle and planet. That's why most variants in the OT were all variations of regular Stormtrooper armour - Sandtrooper, Spacetrooper, AT-AT pilot and TIE pilots, adapting a standardised armour for each specific environment or role. Only exceptions being the scout and the Emperor's red guards.

So it may not be totally implausible but that's just how it personally feels to me. And while the Deathtroopers I'm sure will be explained, these other particular two designs aren't doing anything that really warrants new designs.
