Out of all of them I would only be interested in two of the packs Fett, although I would most probably go for three seeing it has the Galactic Marine.

I understand what you're saying but for 2-pks to work for Hasbro they need to include at least one repack, two brand new figures would cost to much for them to pursue this type of set. Besides they really need and avenue to get army builder type figures out to the consumer without them having to scour pegs of singles or relying on BP's filled with crap they don't need. Plus I guarantee that if they had released the Gun Turret in deluxe format with one Clone it would have sold twice as good IMO.

I think they should release the better molds of said figures, and also any of the better sculpted figures not listed it would mean they could do, Ephant Mon and another Jabba Alien and also Hermi Oddle and another Jabba Alien, packing would be easy in this style for a release of these two figures again.

Hell they could also do VOTC Han Solo and Early Bird Chewbacca (or for that matter VOTC Chewbacca).

I like your idea with Jabba's background characters. Ephant Mon would be awesome to package with another figure. I wouldn't mind the torture set of the 2 droids in Jabba's palace. That would be cool!
