Well, I wouldn't put too much strength in that argument. Peter Weller was brilliant as Robocop. No question. That doesn't necessarily mean no one else can play the part convincingly. Just look at Daniel Craig as James Bond. He got lots of praises for his performance that has had a few excellent actors play the role before him. Considering there have been five or so Bonds BEFORE Craig that's a pretty bad example.
Take Batman for example. Michael Keaton did an excellent job as Batman. They replaced him Val Kilmer and then Clooney and they sucked. So if one had said "Michael Keaton is the only Batman" they were right. I'm not counting the new one since it's a completely different spin on the series.
So yes, Peter Weller is the only one who can do Robocop. Just like Robert Englund is the only one who can pull off Freddy, Harrison Ford is the only one who can pull off Han, Peter Cullen is the only Prime and Arcee is the only one who can be the most hated character in history
